The salt monopoly in premodern China is a near-perfect vehiclefor understanding the Chinese political economy generally. Themonopoly possessed the same type of organization, personnel, methods,and character as any other Chinese bureaucracy of the time, the onlydifference was one of function: it was charged with monitoringproduction, supervising transport, and selling its product. The universaldemand for salt and both the large-scale and highly localized nature ofits production made this industry an ideal target for revenue extractionunder a centralized bureaucratic regime.The monopolies evolved into a major source for the revenuessought by bureaucrats over China's long history. When the fiscal andgeopolitical context became especially aggravated in the Song period,generating pressures like never before, this provided the backdrop todebates over the salt monopoly. Within the state hierarchy, diverse andcontending voices emerged to battle over the conflicting imperatives ofcollecting revenues for the state and protecting the people.
