Though miles from a state capi-tal or a corporate headquarters, such infrastructure commands a certain ter-ritory, governing the data flows that mediate business and social life. While this technical empire is erected from cables and protocols, its operations grant a kind of authority or advantage, conferring a geopolitical edge.
